The building was built in 1826-1830 by architects A.Melnikov and F.Boffo. It was used for different government offices such as courts and municipal services, first of all the City Council. In 1899 it moved to another building and has been there ever since.
Governor Count Vorontsov wanted to build a nice boulevard at the seafront of the town. However, it was a bit costly. The City Council had been blamed for being too extravagant with architecture. So, the other semicircular building was private — yet its owner had to build it as a copy of the City Hall to complete the ensemble.
