The palace was built in 1856-1858 by architect L.Otton for merchant and businessman Abaza. Some sources put his rank as general or even admiral but it does not seem to be true. The museum was established in 1920 based on private collections and has three sections: antiquity, Western art and Oriental art. There are paintings by artists like Hals, Caravaggio, Strozzi, Magnasco, Michelangelo, Rubens, Mignard.
Russian and Ukrainian artists are not represented in the museum. Their works can be seen in another museum located in Pototskiyšs Palace.
On the 1st of August, 2008 a painting by Caravaggio was stolen from the museum. In less than 2 years the German police caught three Ukrainian nationals and discovered the painting. Germany handed the painting over to Ukraine.
